winsock error

When I try and open winipcfg I receive the following
message "Failed to initialize Winsock" also when I go to
a command prompt and type in ipconfig I get "IP config
failed to initialze winsock"

I have removed my network drivers and TCP/IP protcols and
reinstalled them but still no fix.

I am running Windows ME.

Any info would be greatly appreciated.
