Error Loading Explorer.exe

I just ran an HP uninstall utility for an HP all in one.  
After I ran the utility I cannot access windows.  I
receive an error message "Error Loading Explorer.Exe You
Must Reinstall Windows".

I tried all of the items in Knowledge Base Articles
299296, 299313, 306599.  I have files on the hard drive
that I need.

Does anybody have any ideas?

See if there is anything here that can help, and have you tried a System
Restore to before the problem.

Yes and no.  Use the method described in KB 279736 "How to Start the System
Restore Tool from a Command Prompt" (http://support.microsoft.com?kbid=279736)
to run system restore.  Basically this means involves editing system.ini from
DOS and substituting progman.exe for explorer.exe as the shell and then
hopefully being able to start Win Me and launch system restore.
