When adding a new hard drive to an operating system such as Win Me it is
necessary to both partition and format the drive before it can be accessed
from the GUI and assigned a drive letter.  To do this requires the use of
FDISK and FORMAT both of which programs need to be run from a command
prompt (DOS window).

For details of how to fdisk and format see the Microsoft Knowledge Base
article 255867 - "How to Use the Fdisk Tool and the Format Tool to
Partition
or Repartition a Hard Disk" (http://support.microsoft.com/?kbid=255867).
