RUNDLL32.exe is NOT the cause of the problem. It is the messenger
trying to complete your requested action, and reporting that one of the
participants is not responding properly.
If you can open Control Panel, try to launch each of the applets, in
turn. Defective ones will fail, and you can refresh the copy of the
.cpl file using msconfig / Extract a file from the WinME CD, or from
Windows\Options\CABS, or ...Options\INSTALL folder, where the Win_xx.CAB
files should be.
You may wish to install TweakUI 1.33 to facilitate the search. Its
system files repair tool may succeed easily.
Tweak UI 1.33 for Windows 2000, Windows NT, Windows Millennium
Edition, Windows 98 or Windows 95.

Note: there are several problems that may occur with the new version:
1) Do *not* change the first icon (My Computer) on the Desktop tab
2) Do *not* uncheck: Search Results on the Desktop tab
3) Do *not* hide the Tweak UI icon on the Control Panel tab
4) Do *not* uncheck: Show Control Panel on Start Menu on the IE tab
5) Do *not* uncheck: Shell enhancements on the IE tab
