i would like to know the difference between the msconfig
in Win ME,also the added advantages to msconfig in WIn ME
to Win 98

No significant difference between the two MSCONFIG versions.

There are a couple of differences, but they are minor.

1.  On the general tab the WindowsMe version of MSCONFIG has an
additional option that allows you to extract a file from the WindowsMe
.CAB files on the CD or hard drive.  In Windows 98 this functionality
is inlcuded in System File Checker (SFC) which is not part of
WindowsMe.

2.  On the Startup tab the WindowsMe version of MSCONFIG has an
additional option to "clean up" the startup list, removing genuine
duplicates and non-existant items.

Neither of these options gives the WindowsMe version any substantive
advantage over the Windows 98 version in my opinion.
