Windows ME Defragmenter Problem

My sister's computer came with Windows ME installed and
did not receive the actual software disk having bought a
previously-owned computer.  She is having trouble
defragging the C drive.  It will not get past 1 percent
after hours.  I advised her to go into Systems Tray and
close all running programs, which she did but to no
avail.  I am researching a resolution to this problem and
found a suggestion that it may be that her internet cable
needs to be disconnected as well.  Does anyone have any
other ideas or websites where I might get some help
solving her problem?  I have been researching Microsoft
Windows ME website most of the evening when I found this
Newsgroup.

Her Internet Cable definitely should be disconnected, particularly if
she is using a firewall.  You don't want anything writing to the
drive......and with cable, a firewall is constantly fielding pings, etc.

Go to Safe Mode and do the Scandisk first and then Defrag.  You get into
that by holding down the Ctrl key while rebooting and you should get a
screen with 4 choices......pick Safe Mode (#3) and do them from there.
This bypasses Windows.  To get back to Windows, do the
Start/Shutdown/Restart again and it will come back up.

Get the free ScanDefrag. It is the most advanced disk maintenance
program there is. It runs Disk Cleanup, ScanDisk, and Disk
Defragmenter. It's easy to setup and use, and it can deal with
problems like "drive's contents have changed: restarting...".
Get it and read about all the options it has that you can use.

It is not unusual to see Defrag restart a number of times.
It is , however, unusual to see ScanDisk restart.
This is why I suggest starting it at bedtime and letting it run overnight.
