How do I get rid of this - it has a mind of it's own. I
set a schedule and it ignores it- how do I get rid of it?

PCHealth Data Collection Service - which is what you are seeing is launched
in two places - once at boot, and once from the Task Scheduler (at that one
runs, as you've seen, every 10 minutes!)

Disabling one without the other reinstates the missing one.

You need to disable the boot launch in MSCONFIG (pchschd.exe), and
remove/disable the Task Scheduler entry at the same time, then reboot to get
rid of it completely
