On start up I get the following error:

C:\Windows\System\cntlpan.dll
dll initialization routine failed

I cannot find cntlpan in search or run and a seardch of
*.*.dll returns no files found

Any one know what to do to get rid of this?

You have malware!
Update your Anti-virus program, and run a full system scan of all files
download AdAware from www.lavasoftusa.com, install, update, and run it to
remove spyware, adware,
and other such nasties from your system.
