Windows ME freezes when booting up

Windows ME freezes when booting up every other time. It
boots to desktop, I may see arrow or hourglass cursor. I
can move the mouse, but cannot click on anything or use
keyboard. The only thing that works is to key CTRL-ALT-DEL
3 times to reboot. On the second boot, it seems to work
fine. I have scanned for viruses, found none. Dell thinks
this is software or driver conflict, suggested formatting
hard drive and reloading, but I want to avoid that if
possible, any suggestions?

When in Safe Mode
Open Device Manager
Remove ALL error-flagged devices
Remove ALL 'Other Devices'
Remove all instances of duplicated entries (except those under System
Devices)
Reboot to Normal Mode - Windows will reinstall required drivers

See if that helps

I found only one duplicate device under "Sound, Video and
Game controllers", removed that, still hangs on every
other reboot. Did not see any error-flagged or Other
devices (would those be under a separate hive, or part of
existing hives?) Can you provide any other suggestions?

Go to System Information in Normal Mode
Check there for Problem Devices, and for Forced Hardware - see what's
reported

I suspect that there's a timing problem -
Download the Bootlog Analyser from http://www.aumha.org/freeware.php#bla
Open MSCONFIG, and enable the Startup menu (in the Advanced section)
OK out, and reboot on request
reboot, and select the bootlog boot to normal mode - hopefully it will still
lock
reboot again to Safe Mode (without bootlog)
Then run the Analyser, see what the last thing loaded was, and what errors
occurred along the way (check that you've opened the right copy from the
timestamp!) or post the bootlog here.
