Scandisk won't complete

I am running Win_ME.

Whenever the computer had to be restarted after either a
powerfailure or crash, I have to start up with a bootable
disc to run Scandisk and do repairs. If I let Windows
continue to load without doing so, Scandisk starts to scan
the C drive put only goes about halfway, then restarts,
over and over and over.

Could anybody please sched some light on the matter?

just cancel the scan disk and have the windows start. then
by using ctrl+alt+del shutdown all of the programs except
explorer. then run scandisk again. (or if you can start
the windows on safe mode, then run the scan disk). the
reason it starts over and over is that there are lot of
programs writing on your harddrive while you running the
scan disk. so first you need to close them.
i had windows ME 9 mths ago and it was on compaq pc. so i
exactly know what you are going through. i upgraded to xp
home. it never crashed once since i got it. i recommend
you to do the same thing. I hope this helps.
