Scan Disk Keeps Stopping and Starting Over

Scan Disk keeps stopping and starting over and giving
message that Windows is running in the background.  I
don't know how to stop it from running so I can complete
Scan Disk.  Can't defrag either -- it tells me to do a
scan disk first because there are errors to be corrected.  
How can I stop Windows or anything else from running while
I do a scan disk?

hi
make a system disk.
put that diskette in the system and reboot the system.
at the menu, select 4.
at the A: prompt switch to C:\
at the C: prompt run "scandisk"

it should go ok.

dunno about disk defrag, I can't get it to work even after
a clean scandisk.
