I have a friend who did no restore points for his
millenium computer. What can we do? I have tried to
reboot many times and once got the dos command window but
could not fix the problem. also an error does appear
saying must run sysreg to fix a problem. But can not run
it.

Boot from the EmergencyBootDisk your friend created when he installed
Windows Millenium (or the one that you downloaded from the net when he
said he didn't make one / can't find it) ;)  then type at the DOS prompt:

A:\> scanreg /fix

(that's "scanreg" not "sysreg")

Take the floppy out and reboot.
