Can not find "helpcte.exe"

When I click "START" and then "HELP" I get "cannot
find "helpctr.exe" files". Went to RUN and typed it in and
it can't find it either. I want to use System Restore but
can't get to HELP....HELP...

System Restore is accessible in a number of ways.

1) via Help&Support
2) via Start|Programs|Accessories|System Tools|System Restore
3) got to Start | Run... and type C:\Windows\System\Restore\RSTRUI.exe -
click OK

However - I wouldn't hold out much hope, if the Help Center has been
uninstalled:(

If that's the case, then SR won't be functional - and you should go here to
see how to reinstall it.
