I have tried everything from typing regsvr32 URLMON.dll in
the run window and I have downloaded Adaware6.0 which did
not solve the problem either. Also keep in mind that I
don't have any HP components on my computer either.
Does anyone have any other ideas?

It's likely not URLMON's problem - it's the victim here, rather than the
transgressor.

Try a Repair of IE, from Add/Remove Programs - best done in Safe Mode.
