Novice user.  My system restore is disabled.  I have gone
through the "control Panel", "system", "file
system", "troubleshooting", and un-checked the "disable
system restore" option.  I have then clicked OK twice and
restarted the computer.  When I go back in, the "disable
System Restore" option is marked.  I have tried this
numerous times.  This problem even occurs after clicking
OK twice and not restarting.  Any ideas how to ativate and
keep activated the system restore option?

Check the following points...
Is GoBack installed? (GoBack and SR should not both be running on any PC)
1) How much free space is there on your C: drive? - without at least 400 MB
freespace, SR cannot start - and with less than 300 MB available, it will
shut down again.
2)  Is *Statemgr checked in MSCONFIG? - it needs to be
3) Open Windows Explorer - set Folder Options to be able to see System and
Hidden folders - navigate to the C:\_Restore folder - r-click on that
folder's icon, and select Properties - How many files/folders are there?
What's the total space used by the folder?

Noel,
Statemgr was not checked in msconfig.  I checked it and
sys restore now works.  I did run some tests on it and I'm
good to go.  Thanks for the help!
