You can't because it doesn't exist in WinMe.

As Richard has already stated Win Me contains no System File Checker, but
instead has System File Protection which prevents some 500 core system files
from being deleted or amended other than when an update has an accompanying
signed security certificate.

What problem are you having that makes you want to use a system file checker?
