Until the other day I was able to run "system monitor",
which is a system tool.  But, now it starts to execute and
then stops.  I may have accidentally quarantined a needed
file when I ran my virus checker or Ad-aware software.
How can I get System Monitor to work again.

Try this........
Open the Control Panel (Start, Settings, Control Panel), select
Add/Remove Programs and then the Windows Setup tab.  Scroll down to the
System Tools, click on the Details button and make sure there is a check
mark in the System Monitor.  If there already is, uncheck it, Apply, and
recheck it and Apply.
Hopefully, that will get you back in business.
