lost icons in Control Panel

During a "thorough" scandisk operation, I lost power.
Among the losses on the computer are the icons on the
Control Panel screen (the Control Panel comes up but the
screen is blank).  What do I need to do to restore the
icons.  I can't find any information on this.

If that doesn work try: restarting the computer
or run Windows explorer and find Control Panel
then Start, Run, Windows\Control.exe or something like that
