Andrew,
It would probably help if you were to explain what you are trying to do,
or rather, why you wish to rename explorer.exe.
The DOS command to rename a file is RENAME or REN for short.
Thus:
REN [drive:][path]oldfilename newfilename

When I boot my PC it gets to the desktop and no icons or
the taskbar show up. All that is visible is the
background and it stays that way. This happens every time
I start the PC. was told renaming explorer.exe file would
fix this. any suggestions? i appreciate your help thus
far.

Andrew,
Rename Explorer.exe and your system will never boot since this is the GUI
"shell". That is the interface between you and the operating system.
What happens if you try to boot to Safe Mode?
