IRMINI.SYS is in NET4.CAB of the Win Me cab files.  ACT200L.VXD seems to
be a much older file and as far as I can see only distributed as part of
Win 95 OSR2 or as a Win 95 Service Pack 1.

You can extract IRMINI.SYS from NET4.CAB using MSConfig | General |
Extract File ... and following the prompts.  The "cab" files are in the
Win9x folder on the Win Me CD and also in either the
C:\Windows\Options\Cabs or C:\Windows\Options\Install, which depends on
