Thanks to Mike Maltby MS-MVP for his earlier reply to my original post.
I have now carried out Mike's instructions to the letter and can report the
following;
I reset SR and applied a figure of 200MB to the restore slider. Everything
went ok.
I carried out your normal quick test, going through a, b - yes a normal
checkpoint with the correct date appeared to be created.
c, d - this attempt hung the PC. It actually hung during the restart with a
black screen and just one flashing white block in the top left corner of the
screen.. I waited about 20 minutes and then manually restarted the PC.
Windows carried on as normal but the SR program informed me "Unable to
Restore to this Restore Point". it advised choosing another but obviously
there are no others yet.
I hope this is sufficient info to move on, and again thank you for your
assistance.

My original post:
I have Windows ME totally updated with the latest from the normal updates at
MS site and an intriguing problem with System Restore. it appears to be
working properly in all aspects except allowing me to create a manual
restore point with today's date.
What it does create is a manual point with the date 26 April 1975 and the by
line underneath reads 20:22 2294305.CABSystem
I have checked things out as far as I know how to; the system date and time
are correct; the drive is clean, loads of space and defrags reasonably
quickly; the parameters for the tool are left as they default to.

Restoration Unsuccessful:
A failure to restore to a previously created checkpoint is often a sign
that the 290700 patch for system restore wasn't installed when the
checkpoint to which you were trying to return was created. If that is the
case the checkpoint is useless.
What is the version of the file smgr.dll in the windows\system folder?
You can check this by locating this file in Windows Explorer, selecting,
right clicking and choosing Properties and then clicking the Version tab.
If not 4.90.0.3003 then that could be the cause of the problem and you
need to download and install the 290700 patch for system restore. The
easiest way to do this is from the link in the associated KB article
(KB290700 - "Checkpoints that you create after September 8, 2001 do not
restore your computer" (http://support.microsoft.com?kbid=290700).
It is also possible that at one stage you did install this patch but have
subsequently reinstalled Win Me over itself using the Win Me CD. Doing
this causes the original, broken, version of smgr.dll to be reinstalled.
If this problem is a result of your having reinstalled Win Me over itself
may I recommend you to download and use the Belarc Advisor
(http://www.belarc.com/free_download.html) which will help you in
identify which other patches also need to be reinstalled.

Having made that check I can confirm the version was 4.90.0.2533
I have therefore followed your advice and downloaded and installed the fix
from your hyperlink.
Everything went ok, and to prove this, I have carried out again the check
process you normally offer and everything went ok.
