Cannot install updates

Pop-ups take over when I go into IE. Running WinME.  
Norton indicates no virus.  When I try to install updates
from MS, I get "cannot install updates, missing
components."

Any help would be deeply appreciated. Thanks.

You're system is infested with spy|ad|malware. Advise you to follow

Once the crudware has been removed from the system, boot to Safe
Mode and utilize the Repair Tool for IE :
