I have an e-Machine PC (733Mhz CPU). Here are some
problems:
1. The diskscan cannot finish its task. It will say after
re-start 10 times, the window or some program is writing
to the driver etc. I can see the check folder only upto
about <50% on the progress bar.
2. I also find out defragment program cannot work either.
It finishes at 2% and go back to 0% again.
3. I find out there are 3GB or more in \_RESTORE folder.
It grows quickly. I tried to reduce the disk space for
_RESTORE, it doesn't work.
4. I have thought about to reinstall the window ME, but I
notice one of the problems is that _RESTORE directory
will grow every time I re-install the window. So I am
sure although re-install window is one of the options, I
prefer to repair those system tools/utilities without re-
install and re-format the harddisk. In fact, re-format
will not remove _RESTORE folder.
Any suggestion?

Your System Restore appears to be broken - I recommend that you reset it in
the following way..
To Reset System Restore -
System | Performance | File System | Troubleshooting and check
"Disable System Restore",
Apply and IMMEDIATELY reboot.
This will flush you restore folder and erase all checkpoints, then,
System | Performance | File System | Troubleshooting and uncheck
"Disable System Restore",
Apply and again IMMEDIATELY reboot.
This should now automatically create a new checkpoint immediately following
the restart.
Finally adjust the space allocated to the restore folder,
System | Performance | File System | Hard Disk and adjust the restore slider
to your preferred setting.
Most people find that a setting of 200-300MB is sufficient to hold 10-15
days worth of restore points, unless you are doing a lot of
installs/uninstalls, or installing large applications (such as Office).
Once you've done that, then boot to Safe Mode for use of SCANDISK and
DEFRAG - it should work better.

Just to expand on what Noel said concerning safe mode. Just in case you are
not familer with how to get to safe mode, reboot while holding down the CTRL
key, then choose option 3. After scan disk and defrag just reboot.
