Errors in WINTRUST.DLL

On December 01, 2004, IE took me to the update page when I booted the
computer and dl'd and installed the Cumulative Security Update for Internet
Explorer 6 Service Pack 1 (KB889293).  The next day, the automatic update
dl'd and installed the same update.  From the moment the update finished
installing the second time, I began receiving messages saying that stmgr,
sucatreg and crypt32 are causing errors in wintrust.dll.  I extracted all
four files from c:\windows\system\cab and installed them, but continue to
receive the error messages.  Also, when I use the System Utility and click on
file system on the performance tab, the System Utility program freezes and I
have to use ctrl, alt, delete to close it.  Does anyone have any idea what
caused/causes this and know how to repair it?

No good news unfortunately and you won't be able to use system restore
since it is Win Me's state manager that is having problems (stmgr.exe) and
if the state manager isn't running then system restore won't be available.
What is perhaps new is that I think yours is the first that mentions
crypt32.dll so add this to the files to replace in my "standard" response
that follows.

"STMGR has caused an error in Wintrust.dll."

Fortunately there have only been perhaps a thirty or forty reports of the
error "Stmgr has caused an error in WINTRUST.DLL" in the four years since
Win Me was launched. The downside though is that no reliable fix has been
found to date other than a clean install of the operating system.  The
problem is in some way connected with Win Me's System File Protection and
probably involves not only the wintrust.dll but also the file sfpdb.sfp
and the many windows catalogue files.

Suggestions as to how to proceed include:
Replacing stmgr.exe, sucatreg.exe and wintrust.dll with new files from the
Win Me cab files:

Resetting the state manager so as to rebuild its control files:
System | Performance | File System | Troubleshooting and check "Disable
System Restore", Apply and IMMEDIATELY reboot.  This will flush you
restore folder and erase all checkpoints, then,
System | Performance | File System | Troubleshooting and uncheck "Disable
System Restore", Apply and again IMMEDIATELY reboot.  This should now
automatically create a new checkpoint immediately following the restart.

Deleting the _RESTORE folder from DOS:
Delete the folder as follows:
a) Boot to DOS using a floppy.  Do NOT choose "Minimal Boot" from the menu
when booting from a floppy but rather choose "Start computer with (or
without) CD-ROM support" otherwise the ATTRIB command will not be
available.
b) At the DOS A:\> prompt, type:
ATTRIB    -H   -S    -R    C:\_RESTORE
then
REN    C:\_RESTORE    OLDREST
c) Remove the floppy
d) Reboot your PC
e) Delete the folder C:\OLDREST
f) Check that an automatic system restore checkpoint was created.
g) Finally adjust the space allocated to the restore folder:

Repairing the Registry:
Click Start | Run and type
SCANREG  /FIX
and click enter.

Note that with stmgr.exe crashing you will have neither System File
Protection nor System Restore in operation.

Please let us know how you get on but I feel you are going to need a lot
of luck.

Thank you for replying and unfortunately, your answer was what I expected.  
Before requesting help, I tried replacing the files from the Win Me cab
files.  I tried to disable system restore, but since the system utility
freezes when I try to open file system, that isn't an option.  Also, using
DOS mode, I restored the registry files to a previous date and that didn't
help nor did the 290700usam.exe update to system restore.  In addition,
another message stating that KERNEL32.DLL has caused an error in WINTRUST.DLL
is now appearing.  Booting in safe mode and attempting a system restore
doesn't work because all restore points have disappeared.  It seems that a
clean install is probably the only solution to the problem.  Once again,
thank you for replying and my apologies for the duplicate posts...although, I
received a message saying there was an error in posting and to try again
later, the post was obviously successful.

Julie,

As I stated in my earlier post system restore, or rather the state
manager, isn't running so there is nothing there to disable.  Also it
appears you may not have understood my post (not surprising as I'm not
sure that I do either) as the version of smgr.dll (the 290700 patch) has
nothing to do with the problem.  :-(

I feel the problem has something to do with the system catalogue but what
it is I and others have yet to establish.  The biggest problem of course
is that those of us who have tried have never yet managed to generate for
ourselves the error messages you are seeing but until now I at least
wasn't aware that crypt32.dll was involved so tomorrow I may have another
go at finding a cause.  Once the cause of this problem is found we will be
half way or more towards finding the solution.  Regrettably until then I
feel that your only option is a clean install, not even a reinstall over
your existing system.

Mike and Julie,

The exact same thing happened to me as Julie described in her originla post.
A couple of additional pieces of information from my situation:
1. I now have 2 instances of rundll32 in my Task List
2. IE setup failed to complete after I downoaded theupgrade. It was during
the upgrade that I first got the sucatreg causing an error in WINTRUST.DLL.
After closing the error window, I belive I got the same error message 2
additional times.
3. When IE update failed, setup asked I re0run setup to reinstall the
missing components
4. When I rebooted, stmgr error strated appearing.

Hope the above provides some clues!

Mike - when I tried to follow your first suggestion to Julie to flush the
control files for stmgr, the "Disable System Restore" was already checked. I
unchecked it and rebooted, but stmgr error appeared again.

Mike,

I renamed stmgr just to see what will happen. The error message went away,
as I expected it would, howecer, the disable system restore option was
checked, again. Even when I uncheck it and reboot, it comes back checked off.
The issue may not be with stmgr, but with something else that is disabling
system restore.

One other data point for when th stmgr error started appearing...I have AOL
9.0 security with McAfee virus and firewall.  At least McAfee anti-virus and
firewall were loaded on the task tray when I attempted to upgrade IE. Not
sure if this is relevant.

This problem really has nothing as such to do with Win Me's state manager
(statemgr.exe and stmgr.exe).  The reason why stmgr.exe will not run is
due to something related to wintrust.dll and this is probably something to
do with certificate signing which is why you earlier saw the reference to
crypt32.dll  So referring back to my original post you aren't going to get
stmgr.exe to run until the problem is fixed and as I have said already I
have no idea as to what the solution might be and in four years the only
solution to date for this problem has been to clean install Win Me.

Since I have never seen this problem myself and both Noel Paton and myself
have spent a considerable amount of time in trying to recreate this
problem (so that we can then try to find a solution) neither of us has
succeeded to date.  Speaking only for myself I don't intend spending much
if any more time in trying to find a solution but will naturally be
interested to hear of any success you or others might have.

Mike/All,

Just wanted to let you know I recently had the stmgr error in
wintrust.dll too on Windows ME.  Mike, I tried all the things you've
been diligently telling everyone (reregister wintrust.dll, get a new
wintrust.dll and stmgr off the CAB files, delete WINDOWS\_RESTORE,
etc.) and none of this fixed anything.

Then I read a post from back in Feb where someone deleted
WINDOWS\System\catroot and it fixed the problem for them.  Well guess
what, it fixed the problem for me too.  Windows automatically rebuilt
that directory after rebooting, and now System Restore works just fine.

I know I'd tried that but in my case I was trying to create the error not
solve it so if this is the solution then that is indeed good news.  Also
it is in exactly the area that I suspected was the cause of the problem,
the system catalogue. The only downside of deleting the contents of the
catroot folder is that System File Protection won't be operative but
that's a small price to pay for recovering the system.

I actually renamed the catroot directory, so I still have the corrupted
one.  If you want it to try to reproduce the problem, let me know how
you'd like me to get it to you (plain zip and email, or whatever).

Based on what I'm seeing here a zipped windows\system\catroot folder
should be a little over 815KB, so yes please, could you send me a copy to
mikem@mvps.org.  Not that I doubt your findings and that the fix to the
problem is to rename away the catroot folder but if nothing else it would
allow me to see the error for myself.  Incidentally do you recall which
hotfix you installed immediately prior to the problem occurring?

Thanks for the feedback Craig,

I've long suspected the problem was with the Catalogue but was never sure
what to do to fix the problem - primarily because I've never actually seen
the error myself so my time has been spent as much in trying to create the
error than to fix it since knowing what caused the problem then usually
leads to a solution.  Both Noel and myself had played with the contents of
the catroot folder including deleting it entirely but then again since we
didn't have the wintrust error but were rather trying to create it we
never realised that what we were doing would have cured the problem if we
had indeed had the wintrust error.

Hi Craig,

THANK YOU!  Renaming catroot folder solved my stmgr error. First thing I did
after that was to create a restore point and another startup diskette.  My
only regret is when I was trying to fix this error before I read your post,
and after I reinstalled Windows, is that I ended up with IE 5.5 and lost all
my bookmarks. Oh well, I take this problem any day over the stmgr one.

Your problem with IE being reverted is a common one - and the only known
cure is the complete removal of IE, followed by an install of your preferred
version....

This rather depends on how M reinstalled Win Me.  If M followed my initial
advice it would have been a clean install and all that needs to be done is
to visit the Windows Update site and upgrade IE5.5 to IE6 SP1.  If
however, despite my warnings, M attempted reinstalling Win Me over itself
then indeed the only recourse is the one you recommend.

Noel, can you point me to a page for the removal and reinstallation of IE6
under Win98 First Edition?
I am working on an older box with an AOL-branded IE6 and in which IE works
miserably, in several ways, at best.
Eg., fails to run WU.

I would consider upgrading it to ME, if only for better USB support and
SR/SFP,  except for the potential driver problems.

Thanks for the prompt response.  But your idea of "fun" is indeed strange to
me!  You understand I just know any unadvised attempt by me to fix it will
end in an unbootable box!  ... more Murphy's law, which is my invariable
companion in every task.
Eg., my laptop XP machine just lost it's HD (won't spin, at all), and I am
again without an XP box at home.  I now have three machines in various
stages of (dis)repair.  And little time to work on any.

While I have you, should I first remove IE 6 on the Win98FE box if I choose
to upgrade it  to ME?  Or will the typical upgrade just overwrite any
existing IE files, reverting to IE 5.5?

Now that really IS a question!!!
my current take on it is that, since the OS is being upgraded, the version
soup arising from a reinstall is unlikely to occur - but (as always), YMMV!
I'd keep a copy of IERadicator and an IE installer hand (don't forget - you
need the full installer, not just the stub!), just in case!!

While I can order the IE6 SP1 installation CD from MS for $5.00 here (not in
the U.K., however), what CD am I likely to have already with an acceptible
version of IE6?  Quick perusals of several AOL9 cd's showed nothing useful.

AOL9 does contain IE6SP1, as does the Windows Security disk (if you can
still get hold of a copy) - although it is hidden inside the installer
nowadays, rather than as a separate install - it's not difficult to remove
the branding afterwards.

The full SP1 download is more like 70MB, than 10MB, as it also includes OE,
etc...

It's not so bad, really - even over 45kbps dialup (my record is the 2-CD
MapPoint Europe download - coming in at something like 1.1GB, which took
almost a week of continuous connection - Thank you AOL!!<VBG>)

Temperatures here are in the low 30's F at night, rising to the low 50's
daytime - the forecast is for a possible white Xmas in this area (although I
doubt that the snowline will extend below sea-level to this village!)

Ah, I think I see it now.  Missed it before, while looking deeper into the
file structure on the AOL9 CD.
I now see the MSIE6198.exe, 12,328 KB, 8/06/2003, in the root directory,
which I assume is the Win9X IE6 SP1 installer.
Presumably the MSIE612K.exe is the NT/2K/XP version.

I suppose you can thank your recent un-married-hood for a successful week
long MapPoint DL.  If I tried that here, Nancy would make me sleep on the
outdoor deck!  For at least a week!

I have/had the Win9X Security CD, but can't find it just now.  I think I
recently saw a very recent exchange involving C. Quirke on our DTS board
explaining how to still get it from MS.  Just a phone call, I think.

I have little free time just now, but if I can swing it, I will run these
suggested WinME upgrade tests over the holidays.
If the worst happens, I can wipe the drive and reinstall 98SE or ME on this
500 MHZ Celeron, with a max of 256 MB.
It's my 8 year old granddaughter's learning machine.
