Thanks Joan,
I resolved this issue by extracting a new helpctr.exe from the win_16cab.
I placed it into the original folder{ binaries folder}, and now clicking
start>help opens to the "help and support" page with no problem.

It's the least I can do and besides, whatever troubleshooting techniques
