If your machine will boot to Normal Mode, then the excellent ScanDefrag will
work fine.
Afterwards, attempt to enable Safe Mode, in the usual manner, and also using
the msconfig / Advanced option to enable the boot menu.
If all fails, repost here for additional advice.
I strongly recommend obtaining the fine "process viewer", Process Explorer,
which will permit you to terminate all undesired executing processes prior
to running scandisk and defrag: www.sysinternals.com
Great tool! Others exist, too.

It worked! I used ScanDefrag and rebooted in safe mode
without a problem - all appears to be well in the world
again, for now. :)
