I verified I have only 'one' file named Windows Update Setup
Files and verified the correct files were in the
.....\Helpctr\Binaries folder. I also re-registered the
Help Center. I didn't think the other cases on this link
applied to my problem.

I went to these links (plus others) and ascertained that I
have idea of what they are talking about.
Thankfully my system is still operational because I have no
idea of what to do.

Try the workaround of disabling PCHealth Data Collection (it does nothing
useful anyhow, and can safely be got rid of) - in two places.
1) Task Scheduler - disable PCHealth Data Collection
2) in MSCONFIG | Startup , uncheck PCHealth (PCHSchd.EXE) - click Apply,
OK - Windows will reboot.
See if that helps.

Hello Noel, glad you are here.
The PCHealth has been unchecked in MSCONFIG | Startup for a
very long time. I thought that PCHealth Scheduler in
Start>Programs>Accessories>System Tools>Scheduled Tasks was
also disabled. However, when I checked it several hours ago
I found it was enabled so I disabled it at that time and
restarted.
Those actions did not correct the problem. When I try to
access Sys Info I still get the "Winmgmt has caused an error
in<unknown>. In addition, once I'm on the Help and Support
screen and try to select the Conflicts/Sharing item I get a
"Helpctr has caused an error in Kernel32.DLL."
When I try to select any of the other items, I get "Can't
Collect Information, A network error occurred in connecting
to Windows Managment Instrumentation. Ensure that your
network connection is functioning properly." (my computer
is a standalone)
Hope this additional info helps your analysis.

Please bear with me as I have never used Dr. Watson before,
also I'm not sure what you consider "pertinent parts of its
report".
With Dr Watson running, when I go to System Information, the
Help and Support screen comes up and within a short time I
get a WINMGMT.EXE -Embedding box with "Winmgmt has
caused.....<unknown>." Clicking on Details gives the
following diagnosis:
The application or one of its DLLs used an uninitialized
function pointer variable or attempted to use a DLL which
has already been freed.

Description: Windows Management Instrumentation

Product: Windows Management Instrumentation

If the Taskbar is behaving strangely, try exiting Multimedia
