Scandisc & Defrag won't complete

I Have ME.  Error message reads - "Scandisc has restarted
10 times because Windows or another program has been
writing to this drive.  Omitting some programs may enable
Scandisc to finish earlier."  
Scandisc will not finish beyond one third and Defrag will
not go past 57%.  Does anyone know how I can fix this?
Also, How do I "Quit a program?"  Thanks.

Boot to Safe Mode and run scandisk and defrag from there.

It is much easier to let ScanDefrag efficiently run the disk utilities.
The log will list all of the running programs and you can choose
to close the unprotected ones by using Restrictive Mode. See
the programs ReadMe for a more detailed explanation.
