I am aware ME has an access to Folder Options in Control Panel as I
can see it.
It is not a shortcut per se but I see the OP is using HELP to find
information on Folder Options and comes across the same access
(presumably) as is in Control Panel. Rightclick your "shortcut" in the
Help and see what the properties say. You may get more information out
of using Folderop.chm directly but I don't see that this is helping
the OP solve his problem.
Let us see if a restriction is the OP's problem rather than wander off
the track.

I can confirm Rick T's observation, here under WinME.
The "Folders Option" applet, not a shortcut, appears in Control Panel, with
a context menu revealing "Open" and "Create Shortcut", but there is no *.cpl
file in ...Windows\System, or anywhere under C:\; corresponding to it.
The registry keys,
HKEY_CLASSES_ROOT\CLSID\{6DFD7C5C-2451-11d3-A299-00C04F8EF6AF},
HKEY_LOCAL_MACHINE\SOFTWARE\CLASSES\CLSID\{6DFD7C5C-2451-11d3-A299-00C04F8EF
6AF}
have the value, "Folder Options".
