Lost ability to create new folders in WinME

I recently installed a new ATI video card, and after
installation I noticed a two-fold problem:

1) I can no longer create new folders with right click,
File+New, or Save As -> create new folder.

With searching I found the registry key resolution that
fixes the problem in Win95/98/XP, however I can find
nothing that would solve the problem in ME.

2) At the same time, I lost the ability to open folders in
WinME by double clicking.  To open folders, I now have to
right click -> open.  Double clicking will eventually
(after much hang) open an "Open With" box.  I can navigate
folder in Explore, but again, cannot double click to open.

System restore does not work.  Complete uninstall of the
ATI programs and drivers does not work.  

Help would be greatly appreciated.

The solution is the same for WinMe as it is for Win95/98/XP.  For example
you can use "Restore NEW Command. Win 9x" which you can download from
http://aumha.org/regfiles.php#new.

You need to post more details such as any (error) messages observed if you
want help with this.

May I suggest that you try using scanreg /restore and restoring a copy of
the registry from before you updated your video drivers and your problems
began.  Win no applications open or running, using Start | Run, enter
SCANREG  /RESTORE
and from the five backed up copies of the registry you are offered choose
to restore the one immediately prior to your upgrading your video drivers.
