Try the following variation of the instructions at

a) Make a system restore checkpoint
b) Locate the file wmp.dll and rename wmp.old
c) Download and reinstall WMP9
d) Download a copy of the patch from the link in the associated KB article
KB828026 "Update for Windows Media Player URL script command behavior"
http://support.microsoft.com/?kbid=828026), making sure that you download
the version for use with Win Me.
e) Boot to Safe Mode and install 828026.
If you encounter problems at any point use system restore to return to the
checkpoint created at a).

Followed steps below. Windows Update still says KB828026 needs to be
installed. Also installed KB832353 which is follow on to 828026 that
fixes bug in 828026. After both Windows Update still says 828026 needs
to be installed. Now what? Forget it and ignore it? Or would upgrading
to XP solve it? Where does Windows Update get its info from that tells
it what is currently installed?

I finally found the fix to the problem! I went to a system where
WM828026 had installed successfully and exported the registry entries
to a .reg file. I then copied that file to my system. After using regedit
to determine that the reg entries were not in my system I then double
clicked on the copied reg file to add the entries to my system.
I then ran Windows Update and WM828026 is no longer appearing as needing
to be installed. I am attaching the reg entries in case anyelse needs
them.

that it has installed correctly :
