I suspect your TIF folder has the desktop.ini and index.dat files used by
the OS for overhead and management purposes. These may not be reported by
Disk Cleanup.
Similarly, the TEMP folder may have numerous log files create by apps for
management purposes during each session. These also may be hidden.
So, run Disk Cleanup, followed by Internet Options/ Delete Cookies, Files, &
History, as you personally desire. Then peruse the folders to see if
unwanted files remain, which you can manually move temporarily to the
Recycle Bin, before deciding to delete them permanently.
IOW, your Disk Cleanup tool is not broken.

Thanks for your reply. Don't see any desktop.ini files. But there is an
INDEX.DAT file there [in CONTENTS.IE5] of ~3 Megs which never is deleted
via Interent Options. I notice that this file is constantly being modified ,
yet remains at ~3Meg.
Is it safe to simply delete this .DAT file manually?
What is its function?

Use Folder Options/ View, box = Advanced Settings, to unhide system files.
The index.dat file is used by the OS to manage the TIF files, so let it
alone.
Ordinarily, use the wizard in Internet Options to delete the downloaded
files, including offline content, and the history, if desired.
Once a month, or so, manually delete any unneeded files in the TIF folders,
which aren't removed in the usual manner.
Note that with modern large HD's, this is not usually a real problem.
