What will it do? It will "clean" your registry probably. Of course you
probably don't really want it to do so - I'd shy away from MOST automated
cleaners. The one that I do use (System Mechnic from www.iolo.com) I even
double check before allowing it to delete anything. A program that installs,
identifies problems, doesn't allow you to actually try it out and see if it
works, and then demands money? I'd uninstall it and look for a suitable
alternative though cleaning your registry may not have the desired effects
of stopping the freezing and may, in fact, result in you having a
non-functional PC at all.
More information is requested if you'd like more accurate help but the
application isn't the help you want I don't suspect. When is it freezing?
How long has this been happening? Have you checked for malware? What other
steps have you taken to diagnose the problem? Are you getting any error
messages, if so what are they? Have you recently installed something?
Uninstalled something? Stuff like that will go a long ways in helping us to
help you. The application that you mentioned is unlikely to help you.

I am running spy bot and ad-aware. I uninstalled a hp program for my
old printer, but it was freezing up long before. Someone told me it was
the "Windows Me" program that came with my Dell.

Windows ME works fine for most people - have you updated it at all?
