installer dysfunctional

windows installer is not working. i get an error message every time i need to
install a program using it. the message says to contact support personnel,
so.. here i am. anyone know how to fix this? i've tried reinstalling it, but
i get a message saying that i already have it installed.

What exactly does the error message say?

When reinstalling the Windows Installer note that it is ESSENTIAL that you
rename or delete _all_ copies of msi.dll before attempting to install the
Windows Installer.  KB  324638 - "OFFXP: "The MSIEXEC.EXE File Is Linked
to a Missing Export MSI.DLL:222" Error Message When You Try to Install,
Update, or Remove a Windows Installer-Based Program"

the error message just says that installer could not be accessed, check if
you are running in safe mode, contact your support staff. not running in safe
mode so i really have no clue. i checked the services in administrative
settings in the control panel, and checked windows installer from there. it
says the service is stopped, and i could not start it. whats the deal?

I'm not sure what operating system you're running, quite possibly Win2K or
XP but from your most recent post quite definitely not Win Me since Win Me
has no Windows Installer Service or Admin Settings in Control Panel so may
I suggest you post details of your problem to a newsgroup supporting the
operating system you are running.

In XP the Windows Installer service only runs when required.  It should be
configured as Manual start and will start as and when required during an
installation but not otherwise.
