I have searched everywhere and have not found a solution. Some brought me
their ME system and said they "only deleted internet explorer".
Now I know that's not all theydid, because I cannot open ANYTHING executable.
Windows comes up to a desktop, but EVERY icon on the desktop comes up with an
"Open With" window and gives me the message "Click the program you want to
use to open PROGRAMNAME.exe". I cannot use the extract option in msconfig,
because I get the same "Open with" message. All of the programs in control
pane, same message. Go directly to the file, same message. Tried in safe mode
- same result. Placed hijack this on PC thru a jump drive - SAME MESSAGE!!!!
And of course he can't find his CDs.
If I see that message one more time I will pull my hair out!!
Any suggestions?

Given the multitude of problems personally I wouldn't bother with trying
to repair since you don't know what else is broken but instead would go
for a wipe and clean install.  However since the user says they have no
CDs, boot to DOS using a floppy and look for one or other of the two
folder C:\Windows\Options\Cabs or C:\Windows\Options\Install.  Look for
the folder that contains PRECOPY.CAB, BASE2.CAB and setup.exe.  If you
have this folder and know the product ID then you can clean install the
system.

If you don't have the product key you can try recovering the Product Key
as follows:
a) Boot to DOS using a Boot Floppy and select 4) Minimal Boot
b) At the A:\> prompt, type the following with a return after each line.
The spaces are important.

c:
cd  windows
attrib  -s  -h  system.dat
edit  system.dat

Use Search | Find to find 'ProductKey'
The key used to install Windows should be to the immediate right of the
string ProductKey and of the form XXXXX-XXXXX-XXXXX-XXXXX-XXXXX

With the Win Me cab set and the product key you are all OK to go.  If you
can't transfer these to other media then, using DOS, I would move the
folder containing the cab files to say C:\Source and then delete all other
folders and files (rather than format) and then run setup.exe from the
C:\Source folder.  Once complete I would strongly recommend that you
archive the contents of the C:\Source folder to a CD so that any
subsequent reinstall can be more easily achieved.

This Swen fix should correct that.

Thanks Alan, I allowed myself to be distracted by the reference to having
removed IE.

The swen fix did not work, but the instructions on performing the clean
install without cds did the trick!
Thank you BOTH again for your quick response, especially on this out-dated
system!!

Sharon,

Thanks so much for the feedback and well done in getting the system up and
running.  Yours is the sort of post we all like to see and I'm glad you
found the instructions on how to make a clean install without a CD of some
use.  I hope you've now made a copy of the cab file folder "just in case".
