Knowing which ini file is missing would be a start. One possibility is
system.ini another is win.ini both of which live in the windows folder but
I can't help but wonder how this might have happened.
Fortunately Win Me automatically backs up both of these files the first
time you boot your system each day. Using a Win Me boot floppy boot to an
A:\> DOS prompt and type
SCANREG /RESTORE
and from the five dates offered choose the most recent prior to the
problem. The system should now restore these two files from backup
together with a copy of the registry made at that time. Remove the floppy
and reboot and hopefully you should now be back in Win Me.

I am having the same problem, but I do not have a Win Me boot disk. Is there
a way to get one create so I can try this?

You can make a startup or boot floppy using Add/Remove Programs | Startup
Disk.
If you are unable to create a boot floppy you can download the image of a
Win Me OEM boot disk from www.bootdisk.com. Download to the desktop, not
necessarily that of the Win Me PC, double click to run and follow the
prompts to transfer the image to a floppy. Do NOT copy the downloaded
file to a floppy - that won't make a bootable floppy but instead a floppy
disk containing the downloaded file.
