I can set the date and the number part of the time but it will not allow me
to put in PM.... it remains on AM all the time.... I highlight the PM and hit
apply but AM still remains.  As soon as I hit apply neither AM or PM remains
highlighted.  I can change the date and actual numbers of the time just fine.
Please advise/help.

How/where are you trying to alter the time format?  Are you using Control
Panel | Regional Settings | Time?  Change the time style to the required
format which can be either h:mm:ss tt or hh:mm:ss tt if you wish to
display AM/PM after the time.  You can change the displayed suffix by
editing AM and PM in the symbol boxes lower on the same page, you might
for example prefer lower case am and pm.
