Before I tried a new driver I thought I should create a restore point first.
System Restore complained I need to restart. I obliged but same problem. I
then noticed (horror!) there are no old restore points either. Yes, it is
switched on. No, I haven't recently run cleanmgr. There is about 700MB spare
on the drive which I presume is enough to handle a few restore points.
How can I get System Restore back into gear?

Does system restore tell you to reboot each time that you attempt to make
a checkpoint? If so check for the presence of a wininit.ini file in the
windows folder. This is a plain text file. If found, what is its
contents? Win Me's state manager won't create a checkpoint if it finds a
wininit.ini file present as the presence of this file means an incomplete
install which should be completed before making the checkpoint, however
certain third party applications use this file to force certain actions to
take place each time the system is booted. If you have such an
application installed you may have to choose which you want, the
application or a functioning system restore.

I do have a wininit.exe, .txt, .bak and .sav but not a .ini.
They all look much the same:

The only file of interest is the one I mentioned, wininit.ini. If not
present then we need to look for another reason why you are seeing the
restart message. BTW I somewhat doubt that wininit.exe (an executable
process) looks anything like wininit.bak or the other files you mention
all of which are copies of previously executed wininit.ini files that have
been saved for some reason. Normally a wininit.ini file is deleted once
its contents has been processed by wininit.exe as the system boots.
Since you don't appear to have a copy of wininit.ini present that might be
stopping you from creating a checkpoint could you please try the
following.
Click Start | Run and enter in the box
SCANREG /FIX
and click OK. Note that the system will re-boot so don't have any
applications open when doing this. I suggest this because the same
message about restarting when trying to create a checkpoint is also
displayed when the registry has been corrupted in some way. scanreg /fix
attempts to repair that damage.
Please try the following quick test:
a) Create a shortcut on your desktop to a file (any file will do).
b) Create a manual checkpoint
Could you create a checkpoint?
c) Delete the shortcut you made at a)
d) Restore your PC to the checkpoint you created.at b)
Was the shortcut restored? Did you see any error messages?
e) Reboot your PC
Was the checkpoint retained?
If the test fails please post back the full text of any and all error
messages seen and we can try taking it forward from there.

Do I take it that having used scanreg /fix you are now able to make system
restore checkpoints? I hope so. :-) I just wish we could have
established over the years what the damage is in the registry that
prevents SR checkpoints from being created and more important what it is
that actually causes the damage.

I think Mike has been discussing this SR problem some six years now,
beginning circa 1999 when I suspect he was the only non-MS-employee to know
anything about SR!
We once had a user who seemed interested in and persistent enough to perhaps
find the answer, but he never discovered anything useful.
The problem is so erratic and unpredictable as to be almost irresolvable!
How many users are both perceptive and patient enough to run "File Compare"
on Before and After copies of the entire registry?
Or even to make such copies to send to Mike? Eveyone just wants to get back
to using the machine ...
