I was wondering if it is normal in Windows ME for disk
defragmenter to "read disk information" up to 10% and
then say "Drive's contents changed...restarting" when I
have no programs running, and am not connected to the
internet. It is quite a hassle, because it takes so long
to just defrag that little bit.

It is certainly 'not unusual'!!
You could run defrag in Safe Mode to see if that improves things and if so
it might be worth you trying ScanDefrag.
This is a FREE utility, written by a couple of well respected contributors
to these News Groups and has been designed to run the original MS utilities
through a 'filter' which eliminates the usual junk which stops Defrag (and
Scandisk) from running properly in Normal Mode - as you have already found
<g>

Get the free ScanDefrag. It is the most advanced disk maintenance
program there is. It runs Disk Cleanup, ScanDisk, and Disk
Defragmenter. It's easy to setup and use, and it can deal with
problems like "drive's contents have changed: restarting...".
Get it and read about all the options it has that you can use.

It is not unusual to see Defrag restart a number of times.
It is , however, unusual to see ScanDisk restart.
This is why I suggest starting it at bedtime and letting it run overnight.

Normal ? From the numerous posts it appears to be
commonplace aka normal but I doubt it was intentional.
Unlikely these would cause continual immediate restarts of
defrag but some things to try are disable your screen
saver if active, remove system protection apps like
antivirus (especially Norton) and their loaders if
applicable, ad-aware etc. I dont know if its present in
defrag but, after 10 interruptions, scandisk will ask if
you want to be notified after the next 10 interruptions or
continue without notice.
