smartcrd.dat file

While my anti-virus program was running, it found a file
called "smartcrd.dat" file and tried to open it to scan.  
It couldn't open it.  What is this file and can it be
deleted?

This file appears to be pretty much what the name indicates - a reader for
credit cards!
If you have no such reader, the file is probably harmless - although there
is no trace of it on my ME system (are you running ME or XP??).
Reboot to Safe Mode, and run the following apps -

download the Stinger from here and run it to make sure that A-V-disabling
viruses are not present on your PC
http://download.nai.com/products/mcafee-avert/stinger.exe

- update your virus scanner and run a full system scan of all files (in Safe
Mode if possible).

Reboot to Safe Mode and run CWShredder - to remove variants of the
CoolWebSearch hijacker.

download AdAware from www.lavasoftusa.com, install, update, and run it to
remove spyware, adware,
and other such nasties from your system.
