No Right Click Desktop Window ME

Help please.
I can't "right click desktop" to get the "proprty display"
to do some adjusting. It only says it is an HTTP file.. No
changing set up or screensaver.
Am stuck again.

The 'short' solution is to open Control Panel and use the Display icon. But
you will need to find out why the right-click isn't working. Sounds like a
path issue.
