Highlight the picture by left clicking on it , then press and hold
SHIFT and right click. Select OPEN WITH then select the
utility/program you wish to use. If satisfied repeat the process, and
this time put a checkmark in the box "always use this program to open
this type of file"

Hey Dapper Dan - Thank you for your help.
I followed your steps and up until the following point, I can't find this
message.
"Put a checkmark in the box "always use this program to open this type of
file"
I'm using Windows ME - if that helps

When you use OPEN WITH, select CHOOSE PROGRAM. The next screen is
entitled OPEN WITH and it has a whole bunch of programs that you can
choose. Once you are satisfied that you selected the right program,
repeat the same process but this time put a checkmark in the "always
use this program to open these files" box, otherwise you will have to
repeat the process the next time. This message box is located on the
bottom part of the OPEN WITH screen.
