You need to determine why it will not shut down using normal methods.
Meanwhile press the power button and hold it in for 15-20 seconds.

I followup Noel by reminding that the five second press requirement to
manually shut down the PC is usually a setting in the BIOS setup program.
The alternative is "Instant Off".
