Try it in Safe Mode, Kirk.
Restart and start tapping on the F8 key ( or F5 key) when the logo
appears. This will bring you to a black screen with a number of
options. Select #3. The next screen should be your desktop, but it
will be either fuzzy or in a different
colour, and should have the words Safe Mode printed on the 4 corners
of the screen. At this point, proceed with a Scan and/or Defrag. Once
finished, restart so that you return to Normal mode.

If your desktop took some setting up/arranging; Safe Mode will disarrange
all your icons. Before going into Safe Mode, Start/Run/Regedit and agree to
back up registry. (note the time)
Boot to Safe mode, scan & defrag then Start/Run/Regedit /restore; accept all
warnings and select the backup timed appropriately. Computer will reboot
with desktop restored.

A common mistake that people made when trying to design something completely
foolproof was to underestimate the ingenuity of complete fools.
