Files, settings, and programs transfer from ME laptop  to XP PC

I need to transfer the files, settings and programs from a laptop running ME
to a PC running XP.
To the best of my limited knowledge, ME does not have a Files/settings
Transfer Wizard.
What is the simplest and most reliable way to accomplish this transfer?

Use the XP Files And Settings Transfer (FAST) wizard.  You can do this
using your XP CD and then running the FAST wizard on your Win Me machine.
