Can Windows ME view an external HDD that has been
formatted as NTFS?

Only if
1) the HD is on another system in a network
*or*
2) you have third-party software installed on the PC for this purpose.

You might want to have a look at a utility such as that from
SysInternals
(http://www.sysinternals.com/win9x/98utilities.shtml) which can allow
Win Me
to access files on a NTFS partition.
