Why is "Sync Settings" disabled?

Why is it that some devices support "Sync Settings" and some do not. For
example, I plug in my RCA Lyra and I get the Sync Settings dialog (creating
a partnership) immediately. But if I plug in another one, say the Virgin
Player, it does not. What is the difference? I would have thought that the
Virgin one would as it installs a driver and an SP, whereas the RCA Lyra
installs _nothing_.

It really depends on the driver. The RCA is a mass storage device and uses
drivers built in Windows to manage itself. I dont know anything about the
Virgin device but it sounds like an SP/Driver issue to me.
