I've had people uninstall WMC and .NET in order to work on this problem.
I'd never considered having someone uninstall IIS, since (I thought
anyway) IIS was unreated.
So, it seems you've found a workaround worth trying if I see this
problem again (and someone else will eventually report it).
Why did you think to uninstall IIS? What is the "propper order" to
reinstall the three?

Alan,
I work with a development team that does a lot of .NET smart client and rich
Internet application development. We have found (and I believe Microsoft
recommends) that you must install IIS first, then the .NET Framework and then
development tools like Visual Studio .NET and other applications that use
.NET. If you don't follow this order then Web Services can't be found via
their WSDL's from a .NET client.
By reinstalling IIS, .NET and WMC I must have corrected some security
setting on my laptop that I somehow corrupted.
