Unable to start Microsoft Media Connect Service

When I try to start the media connect service, it will start and immediately
stop again.  The event log shows the following error:

Service 'WMConnectCDS' failed to start correctly, due to
'InitializeNetworkMonitoring' returning error '0x8000ffff'.

I have checked that the service dependencies and they are all running.  Does
anyone know what would cause this?
