That sounds right. SP2 has added this "extra step" for content that is
downloaded or comes in e-mail. It is intended to stop the spread of e-mail
viruses and other downloadable/e-mailable malware.
I don't know if there is any way to adjust the new behavior. You might try
asking the question on an OS related newsgroup.
